This report from the World Bank's Operations Evaluation Department assesses the Bank's experience with the 50 agricultural adjustment operations (AGSECALs) approved by the Bank's Board of Directors since 1979. The review finds that the shift in focus of these operations--from support for public-production-and-control in the 1980s to support for market liberalization in the 1990s--has substantially improved the quality of recent AGSECALs. The study looks not only at the Bank's successes in this field but also at what work remains to be done and at areas that have been given inadequate attention in the past.
