Production based small enterprises have usually small or no potential to organize and manage business development processes. Business development processes cover all processes inside enterprise. We try to analyze development processes in pbSEs in order to form some starting points for the model of development management. One thesis is that it is possible to manage development processes as a function based on experts outside pbSEs. Cooperation and common management is possible only on a base of strong interest and trust among all participants. Such a DEVELOPMENT COALITION (DC) can assure development processes and innovations for some pbSEs with familiar programs. Main task of such a DC is to prepare partners for a new investment cycle. In our model we try to connect basic principles of the organization and management in a way to avoid onesidenessand to achieve Requisite Holism asmuch as possible. In the praxis one should use principles of Dialectical Systems Theory and especially the dialectical approach and a system of views and starting points. Successful implementation of the theory usually results in a permanent cycling among cases, its specialties and general theory, to recognize tehoretical details in practice and try to modify them.
