The purpose of this research was to take a well-established theory of international development and use it to evaluate the United States education system. This theory, known as the capabilities theory, suggests that the purpose of development efforts should be to increase the agency and autonomy of individuals and then allow those individuals to choose their life path. This thesis also uniquely adds the need for "rights in education" to guarantee the conditions that will enable all students, regardless of social status, class, background, gender, race, or any other condition beyond their control, the ability to flourish and live their desired lives.
