Electronic monitoring (EM) is an innovation intended to enhance compliance with house arrest. Offenders are placed under community supervision with the condition that they stay in their homes with some exceptions to attend work or other legitimate activities. EM equipment emits signals to a computer within the correctional agency. Goals vary. Some programs seek a less costly diversion of offenders from imprisonment & other look to reduce the risk of re-offending. This report looks at technology for offender supervision, does EM reduce recidivism?, EM as an alternative, the role of treatment. It then looks at EM programs in Newfoundland, Saskatchewan, and British Columbia followed by chapters on client selection & program processes, & effectiveness (factors related to success, recidivism, the effectiveness of sanctions: EM vs probation vs prison).
