Extract: In the winter the capacity of North Carolina streams to assimilate oxygen-demanding wastes increases due to higher dissolved oxygen saturation levels and increased streamflows. Waste treatment plants are designed to meet water quality standards which are based on summer conditions when waste assimilative capacities are lowest due to high temperatures and reduced flows. The seasonal effluent permits proposed by the North Carolina Department of Natural Resources and Community Development would allow up to a doubling of the discharge of BOD wastes for the most severly restricted dischargers during the months November through March.
