This book features a selection of articles from The 2019 International Conference on Information Technology & Systems (ICITS’19), held at the Universidad de Las Fuerzas Armadas, in Quito, Ecuador, on 6th to 8th February 2019. ICIST is a global forum for researchers and practitioners to present and discuss recent findings and innovations, current trends, professional experiences and challenges of modern information technology and systems research, together with their technological development and applications. The main topics covered are: information and knowledge management; organizational models and information systems; software and systems modeling; software systems, architectures, applications and tools; multimedia systems and applications; computer networks, mobility and pervasive systems; intelligent and decision support systems; big data analytics and applications; human–computer interaction; ethics, computers & security; health informatics; information technologies in education; cybersecurity and cyber-defense; electromagnetics, sensors and antennas for security.
Education and Technology for a Better World was the main theme for WCCE 2009. The conference highlights and explores different perspectives of this theme, covering all levels of formal education as well as informal learning and societal aspects of education. The conference was open to everyone involved in education and training. Additionally players from technological, societal, business and political fields outside education were invited to make relevant contributions within the theme: Education and Technology for a Better World. For several years the WCCE (World Conference on Computers in Education) has brought benefits to the fields of computer science and computers and education as well as to their communities. The contributions at WCCE include research projects and good practice presented in different formats from full papers to posters, demonstrations, panels, workshops and symposiums. The focus is not only on presentations of accepted contributions but also on discussions and input from all participants. The main goal of these conferences is to provide a forum for the discussion of ideas in all areas of computer science and human learning. They create a unique environment in which researchers and practitioners in the fields of computer science and human learning can interact, exchanging theories, experiments, techniques, applications and evaluations of initiatives supporting new developments that are potentially relevant for the development of these fields. They intend to serve as reference guidelines for the research community.

Este livro não tem a pretensão de abordar a inteira complexidade do universo das pessoas com deficiência visual ou auditiva, nem apresenta diretrizes suficientemente capazes de solucionar toda a dimensão da problemática que envolve a comunicação com pessoas sem deficiências ou com outras deficiências. Faz isto sim, um recorte nesse universo para observar os processos de aprendizagem dos cegos e surdos em ambientes virtuais de aprendizagem, especialmente na direção do atendimento a legislação específica que trata da acessibilidade e também no atendimento das orientações da W3C. Porém, pondo em evidência o ser humano que convive com essas deficiências. Isto é, trata dessa gama de assuntos sob a ótica da aprendizagem em ambiente que propicie a integração de pessoas com e sem deficiências em um único ambiente virtual de aprendizagem.
La presente colección de artículos forma parte del proyecto @-democracia, que recibió financiación de la Agencia Española de Cooperación Iberoamericana. Ese proyecto contó con la participación de la Universidad Federal de Santa Catarina - Brasil, teniendo como Coordinador al Prof. Orides Mezzaroba, y de la Universidad de Zaragoza - España, teniendo como Coordinador Prof. Fernando Galindo. El objetivo principal del proyecto fue establecer los parámetros disciplinarios y las bases introductorias sobre el tema de democracia electrónica para los Programas de postgrado en Derecho de la Universidad Federal de Santa Catarina y de la Universidad de Zaragoza.
