  • Book cover of Private transfers, public transfers, and food insecurity during the time of COVID-19: Evidence from Bangladesh

    In the aftermath of the COVID-19 pandemic, interest has grown in what kinds of assistance protect household food security during shocks. We study rural and urban Bangladesh from 2018-19 to late 2021, assessing how pre-pandemic access to social safety net programs and private remittances relate to household food insecurity during the pandemic. Using longitudinal data and estimating differences-in-differences models with household fixed effects, we find that pre-pandemic access to social protection is associated with significant reductions in food insecurity in all rounds collected during the pandemic, particularly in our urban sample. However, pre-pandemic access to remittances shows no similar protective effect.

    representative sample of rural Bangladeshi households. • With the onset of the pandemic, combined with the lockdown restrictions imposed from March through May 2020, moderate and severe food insecurity tripled to 45 percent. This was likely driven by income losses and difficulties accessing food because of shop closures. • By January 2021, the proportion of moderately or severely food insecure households had largely returned to pre-pandemic levels. The September-October 2021 survey showed no meaningful further change in the prevalence of moderate or severe food insecurity despite the strict national lockdown imposed in July-August 2021. • A different picture emerges when we include the prevalence of mild food insecurity. The proportion of households reporting any food insecurity (mild, moderate or severe) increased from the pre-pandemic average of 45.7 percent to 87.8 percent in June 2020, before declining to 70.9 percent in January 2021 and 68 percent in September-October 2021. Dimensions of food insecurity that include consuming less diverse diets, being unable to eat healthy/nutritious food, and above all, being worried about not having enough food increased dramatically at the start of the pandemic and have remained elevated. • Pre-pandemic, the majority of rural households in our sample were fully food secure; 18 months after the onset of the pandemic only 32 percent report no forms of food insecurity. • In the immediate months after the outbreak (June 2020), many rural households coped by reducing expenditures on non-food goods, electricity and other utilities, and health-related items. The use of these forms of coping mechanisms has subsequently declined. However, the proportion of rural households that purchased food on credit (69 percent in June 2020) has barely changed and in all surveys fielded since the start of the pandemic, more than half of surveyed households have borrowed money to buy food. The continued use of savings and the ongoing use of credit to purchase food is consistent with the elevated levels of worry about not having enough food. • A substantial share of rural households reported receiving cash or in-kind safety net support during the pandemic, mostly from government sources. • Continued and expanded support from safety nets may be important, as many rural households face ongoing food insecurity and are using unsustainable coping strategies.

    Transfer programs have been shown to reduce intimate partner violence (IPV), but little evidence exists on how activities linked to transfers affect IPV or what happens when programs end. We assess postprogram impacts on IPV of randomly assigning women in Bangladesh to receive cash or food, with or without nutrition behavior change communication (BCC). Six to 10 months postprogram, IPV did not differ between women receiving transfers and a control group; however, women receiving transfers with BCC experienced 26 percent less physical violence. Evidence on mechanisms suggests sustained effects of BCC on women’s threat points, men’s social costs of violence, and household well-being.

  • Book cover of Does market inclusion empower women? Evidence from Bangladesh

    Increased market inclusion through participation in agricultural value chains may increase employment and household incomes, but evidence on its empowerment impacts is mixed. In societies with restrictive social norms, greater market inclusion can enhance existing income and empowerment inequalities by relegating marginalized groups, including women, to low value chains or lower value nodes within those chains. We use primary data from rural Bangladesh to investigate the associations between households’ primary economic activity – agricultural wage-earning, production, or entrepreneurship – and absolute and relative levels of men’s and women’s empowerment. Women in producer households, on average, fare better on empowerment outcomes than women in wage-earner or entrepreneur households; the opposite is true for men. The gap between men’s and women’s empowerment scores is also lowest in producer households. A decomposition of these results into composite indicators yields insights into potential trade-offs, while accompanying qualitative work highlights the importance of social and cultural norms in shaping the economic roles women can adopt. With a push towards diversification of agriculture into higher value market-oriented crops, more careful programming is needed to ensure that market inclusion translates into an increase in women’s empowerment.

  • Book cover of Post-program impacts of transfer programs on child development: Experimental evidence from Bangladesh

    Evidence shows transfer programs can improve early childhood development (ECD). However, knowledge gaps remain on how short-term impacts on ECD evolve as children grow older, how program design features and context affect child development impacts over time, and through what pathways such impacts occur. We study the Transfer Modality Research Initiative (TMRI), a 2-year randomized controlled trial in two regions of Bangladesh that provided cash or food transfers, with or without complementary nutrition programming, to mothers of children aged 0-2 years at baseline. Drawing on data collected at 6 months post-program (when children were about 2-4 years old) and at 4 years post-program (when children were about 6-8 years old), we assess post-program impacts of TMRI on children’s home environment and development. We find strong post-program impacts on the home environment from cash transfers in the Northern region, particularly when combined with complementary programming, however limited

  • Book cover of Social protection and sustainable poverty reduction: Experimental evidence from Bangladesh

    Social protection programs are primarily focused on influencing household behavior in the short term, increasing consumption to reduce poverty and food insecurity, and promoting investments in human capital. A large body of evidence across numerous settings shows that cash and food transfer programs are highly effective in doing so. However, there is growing interest in understanding the extent to which such programs can help households stay out of poverty in the longer term, specifically after transfers end. We bring new evidence to this question, re-interviewing Bangladeshi households that participated in a well-implemented randomized social protection intervention four years after it ended. We find that combining transfers, either cash or food, with behavior change communication activities sustainably reduced poverty. Cash transfers alone had sustainable effects, but these were context-specific. The beneficial impacts of food transfers did not persist four years after the intervention finished.

Urbanization trends and related impacts on food security and nutrition are presented for each region. The individual regional sections cover many other critical topics: Acceleration of cooperation and investment in Africa to improve food security in the face of climate challenges and low commodity prices; Continuing conflict in the Middle East and North Africa, while some countries begin to face policy reform needs and realities of low oil prices; Central Asia’s promotion of agricultural diversification and regional integration to increase economic resilience; South Asia’s rapid growth and new investments and policies in the agriculture sector; Urbanization, changing diets, and regional growth in East Asia Recession in major economies of Latin America and the Caribbean along with El Niño’s effects on regional prospects.

  • Book cover of Tracking empowerment along the value chain: Testing a modified WEAI in the Feed the Future Zone of Influence in Bangladesh

    Upon request of the U.S. Agency for International Development (USAID), the International Food Policy Research Institute (IFPRI) conducted this study to support USAID in assessing the state of empowerment and gender parity of men and women along the agricultural value chain in the Feed the Future (FTF) Zone of Influence (ZOI) in Bangladesh. Specifically, IFPRI’s Policy Research and Strategy Support Program (PRSSP), funded by USAID, piloted the modified Women’s Empowerment in Agriculture Index (WEAI) survey instruments in 10 upazilas (sub-districts) within the FTF ZOI across 1,200 households, which broadly belong to three economic activities of interest: (1) agricultural production, (2) agricultural entrepreneurship, and (3) agricultural sector employment. The quantitative survey was complemented by qualitative research to glean further insights into the facilitators and constraints of empowerment among various actors in the agricultural value chain. The data and analysis generated from this WEAI for Value Chain (WEAI4VC) study may inform USAID’s selection and design of interventions that may, in turn, maximize its programmatic impact on women and men’s empowerment as producers, entrepreneurs, and wage employees.

  • Book cover of Signs of recovery: Patterns of livelihoods and food security before and during COVID-19 in rural Bangladesh

    The COVID-19 pandemic compelled the Government of Bangladesh to impose policy measures to stop the spread of the virus. These efforts were critical for public health, but have led to serious disruptions in the economy and livelihoods. To document the experiences of Bangladeshi households during this time, the International Food Policy Research Institute (IFPRI) and Cornell University conducted two rounds of socioeconomic phone surveys in rural areas of Bangladesh in June 2020 and in January 2021, and benchmarked them against data from in-person interviews carried out on the same households in 2019. Together, these surveys have tracked the experiences of Bangladeshi households in terms of unemployment, income loss, food insecurity, and coping mechanisms during the COVID-19 pandemic.

  • Book cover of Comparing delivery channels to promote nutrition-sensitive agriculture: A cluster-randomized controlled trial in Bangladesh

    We use a randomized controlled trial in rural Bangladesh to compare two models of delivering nutrition content jointly to husbands and wives: deploying female nutrition workers versus mostly male agriculture extension workers. Both approaches increased nutrition knowledge of men and women, household and individual diet quality, and women’s empowerment. Intervention effects on agriculture and nutrition knowledge, agricultural production diversity, dietary diversity, women’s empowerment, and gender parity do not significantly differ between models where nutrition workers versus agriculture extension workers provide the training. The exception is in an attitudes score, where results indicate same-sex agents may affect scores differently than opposite-sex agents. Our results suggest opposite-sex agents may not necessarily be less effective in providing training. In South Asia, where agricultural extension systems and the pipeline to those systems are male-dominated, training men to deliver nutrition messages may offer a temporary solution to the shortage of female extension workers and offer opportunities to scale promote nutrition-sensitive agriculture.
