In October 2003 the U.S. Agency for International Development (USAID) and the National Research Council (NRC) entered into a cooperative agreement. The agreement called for the NRC to examine selected aspects of U.S. foreign assistance activities-primarily the programs of the USAID-that have benefited or could benefit from access to strong science, technology, and medical capabilities in the United States or elsewhere. After considering the many aspects of the role of science and technology (S&T) in foreign assistance, the study led to the publication of The Fundamental Role of Science and Technology in International Development. In the book special attention is devoted to partnerships that involve the USAID together with international, regional, U.S. governmental, and private sector organizations in fields such as heath care, agriculture and nutrition, education and job creation, and energy and the environment. This book explores specific programmatic, organizational, and personnel reforms that would increase the effective use of S&T to meet the USAID's goals while supporting larger U.S. foreign policy objectives.

This report addresses consequences of current and proposed restrictions on international contacts by the U.S. Department of Energy's (DOE) national laboratories and explores methods of best serving national security through positive new scientific advances facilitated by international communication among scientists, through scientific contacts to further non-proliferation, and through careful protection of crucial classified information from foreign espionage. The report summarizes a symposium that examined: the role of the DOE's national laboratories in national security and the contributions by foreign laboratories and scientists, proposals for amending security policies of the weapons laboratories in regard to contact with foreign laboratories and scientists, and the risks and benefits of scientific openness in this context. Finally, the report reviews current policies and proposals designed to enhance security at the weapons laboratories, primarily those related to restrictions on foreign contacts by DOE scientists.

The United States has long recognized that the nation's prosperity and security depend on how we address challenges of disasters, poverty, famine, and disease around the world. The U.S. Agency for International Development (USAID) has played a vital role in promoting U.S. national and international interests by advancing strategies for employing science, technology, and innovation to respond to global challenges. The focus by USAID on science, technology, and innovation is critical to improve development outcomes. At the core of this progress is the engagement of science institutions and other innovative enterprises and their commitment to work in partnership with USAID to research, test, and scale solutions. The Role of Science, Technology, Innovation, and Partnerships in the Future of USAID provides an assessment and advice on the current and future role for science, technology, and innovation in assistance programs at USAID and on the role of partnerships in the public and private sectors to expand impact. This report examines challenges and opportunities for USAID in expanding the utilization of science, technology, and innovation in development assistance; assesses how USAID has deployed science, technology, and innovation; and recommends priority areas for improvement going forward in partnership with others.

Diplomacy for the 21st Century recommends steps that the department should embrace in order to take full advantage of the leading science and technology (S&T) capabilities of the United States. These capabilities provide the department with many opportunities to promote a variety of the interests of the United States and its allies in a rapidly changing world wherein S&T are important drivers of economic development at home and abroad and help ensure international security. In the international effort to advance human health, welfare, and development while better managing and conserving the environment and natural resources, there is a clear and growing recognition of the role of scientific and technical knowledge in global governance. This has created an urgent need for the United Nations to equip itself with the capability to bring scientific knowledge to inform international decision making. Given the complexity and diversity of United Nations programs, organs, and mandates, this report focuses on the main functions of the United Nations that affect international governance in the fields related to sustainable development, with reference to the taxonomy of the key United Nations organs in which these functions are undertaken. Efforts have been made to ensure that the major categories of United Nations organs have been covered and therefore the results of the review are representative of the functioning of the United Nations system.

This Congressionally-mandated report identifies areas for further cooperation with Russia and other states of the former Soviet Union under the Cooperative Threat Reduction (CTR) program of the Department of Defense in the specific area of prevention of proliferation of biological weapons. The report reviews relevant U.S. government programs, and particularly the CTR program, and identifies approaches for overcoming obstacles to cooperation and for increasing the long-term impact of the program. It recommends strong support for continuation of the CTR program.

Over the past 25 years, the United States has made support for the spread of democracy to other nations an increasingly important element of its national security policy. These efforts have created a growing demand to find the most effective means to assist in building and strengthening democratic governance under varied conditions. Since 1990, the U.S. Agency for International Development (USAID) has supported democracy and governance (DG) programs in approximately 120 countries and territories, spending an estimated total of $8.47 billion (in constant 2000 U.S. dollars) between 1990 and 2005. Despite these substantial expenditures, our understanding of the actual impacts of USAID DG assistance on progress toward democracy remains limited-and is the subject of much current debate in the policy and scholarly communities. This book, by the National Research Council, provides a roadmap to enable USAID and its partners to assess what works and what does not, both retrospectively and in the future through improved monitoring and evaluation methods and rebuilding USAID's internal capacity to build, absorb, and act on improved knowledge.

The United States and other countries around the world face problems of an increasingly global nature that often require major contributions from science and engineering that one nation alone cannot provide. The advance of science and engineering is an increasingly global enterprise, and in many areas there is a natural commonality of interest among practitioners from diverse cultures. In response to challenges, the National Academies held a workshop in Washington, DC, in February 2011, to assess effective ways to meet international challenges through sound science policy and science diplomacy. U.S. and International Perspectives on Global Science Policy and Science Diplomacy summarizes issues addressed during this workshop. Participants discussed many of the characteristics of science, such as its common language and methods; the open, self-correcting nature of research; the universality of the most important questions; and its respect for evidence. These common aspects not only make science inherently international but also give science special capacities in advancing communication and cooperation. Many workshop participants pointed out that, while advancing global science and science diplomacy are distinct, they are complementary, and making them each more effective often involves similar measures. Some participants suggested it may sometimes be more accurate to use the term global science cooperation rather than science diplomacy. Other participants indicated that science diplomacy is, in many situations, a clear and useful concept, recounting remarkable historical cases of the effective use of international scientific cooperation in building positive governmental relationships and dealing with sensitive and urgent problems. To gain U.S. and international perspectives on these issues, representatives from Brazil, Bangladesh, Egypt, Germany, Jamaica, Kazakhstan, Malaysia, Morocco, Rwanda, South Africa, and Syria attended the workshop, as well as two of the most recently named U.S. science envoys, Rita Colwell and Gebisa Ejeta.

This book is devoted primarily to papers prepared by American and Russian specialists on cyber terrorism and urban terrorism. It also includes papers on biological and radiological terrorism from the American and Russian perspectives. Of particular interest are the discussions of the hostage situation at Dubrovko in Moscow, the damge inflicted in New York during the attacks on 9/11, and Russian priorities in addressing cyber terrorism.

The "homeland" security mission of the Department of Homeland Security (DHS) is paradoxical: Its mission space is uniquely focused on the domestic consequences of security threats, but these threats may be international in origin, organization, and implementation. The DHS is responsible for the domestic security implications of threats to the United States posed, in part, through the global networks of which the United States is a part. While the security of the U.S. air transportation network could be increased if it were isolated from connections to the larger international network, doing so would be a highly destructive step for the entire fabric of global commerce and the free movement of people. Instead, the U.S. government, led by DHS, is taking a leadership role in the process of protecting the global networks in which the United States participates. These numerous networks are both real (e.g., civil air transport, international ocean shipping, postal services, international air freight) and virtual (the Internet, international financial payments system), and they have become vital elements of the U.S. economy and civil society. Export Control Challenges Associated with Securing the Homeland found that outdated regulations are not uniquely responsible for the problems that export controls post to DHS, although they are certainly an integral part of the picture. This report also explains that the source of these problems lies within a policy process that has yet to take into account the unique mission of DHS relative to export controls. Export Control Challenges Associated with Securing the Homeland explains the need by the Department of Defense and State to recognize the international nature of DHS's vital statutory mission, the need to further develop internal processes at DHS to meet export control requirements and implement export control policies, as well as the need to reform the export control interagency process in ways that enable DHS to work through the U.S. export control process to cooperate with its foreign counterparts.
