In 1995 the Government requested that HSC took action to ensure health and safety enforcement procedures are in accordance with the principles of the Deregulation and Contracting Out Act (DCOA) 1994. The HSC issued guidance to Local Authority officers and instructions to health and safety inspectors. This report summarizes the research commissioned to monitor how the guidance worked in practice. It provides independent information on businesses' and inspectors' experience and views on the new procedures.

This report presents a review of the two national apprenticeship and training schemes offered in Wales. 'National Traineeship' (NT), to be replaced by 'Foundation Modern Apprenticeship', is an entry level program for young people aged 16-24, providing work-related skillsvia supervised training whilst employed by a business or public or voluntary sector organisation. 'Modern Apprenticeship' (MA) is a higher level program providing higher certification. This study assesses the operational effectiveness of NT/MA and recommends improvements. The evaluation focuses on the perceptions of participants, employers, and policy makers.
