En Colombia la ley autoriza la celebración de contratos de concesión como modelo excepcional de gestión de servicios públicos. Ante la dificultad de llegar a un criterio único respecto al concepto de reversión, por asociarse al señorío constante del Estado sobre la actividad concedida y al dominio público de los bienes estatales y extenderse su entendimiento y aplicación a la totalidad de categorías concesionales, se justifica un análisis independiente sobre la reversión en los contratos de concesión de servicios públicos, en general, y, en particular, en el contrato que otorga en concesión la prestación, operación, explotación, organización o gestión del servicio público domiciliario de aseo. Esta investigación tiene como propósito principal demostrar razonadamente que el alcance del contenido obligacional de la reversión, de incorporarse al contrato de concesión del servicio público de aseo, tendrá fuente en el contrato y no en la ley, será una cláusula de contenido económico y corresponderá a un elemento accidental del mismo. Con ese fin, aborda, entre otros, la caracterización del contrato de concesión y, especialmente, del contrato de concesión de servicios públicos, las particularidades del contrato de concesión del servicio público de aseo y la categorización de los bienes destinados a su prestación; examina, además, el ejercicio irregular de la prerrogativa de reversión, respecto del contrato de concesión del servicio público de aseo, como conducta administrativa equivalente al incumplimiento contractual y generadora de daño antijurídico.

Fallfilmverdampfer sind Apparate zur Verdampfung von Stoffsystemen wie beispielsweise Zuckerlösungen, Milch oder Fruchtsäften. Im Rahmen dieser Arbeit wurde ein nichtinvasives Messverfahren zur Analyse von Fallfilmen in Verdampfungsprozessen aus der Kombination mehrerer Bildanalysetechniken entwickelt. In diesem Zusammenhang kombiniert das Messsystem die Fluoreszenz- und Nahinfrarot-Bildanalyse zur simultanen und sich ergänzenden experimentellen bildhaften Ermittlung der lokalen Filmdicke und der Flüssigkeitszusammensetzung in Fallfilmen. Mittels einer Kamera im visuellen Bereich, der Nutzung von Fluorescein-Natriumsalz als Fluoreszenzmarker und High-Power-LEDs bei 470 nm als Anregungslicht wurden Fluoreszenzbilder am Fallfilm aufgenommen und damit die lokale Filmdicke ausgewertet. Die lokale Flüssigkeitszusammensetzung in Form von Glycerol-Massenanteil wurde mit einer Nahinfrarotkamera und High-Power-LEDs bei den Wellenlängen 1050, 1300, 1450 und 1550 nm im nahinfraroten Bereich ermittelt. Die simultane Bildanalyse lokaler Filmdicken- und Zusammensetzungsverteilungen in Fallfilmen sollen weitere Erkenntnisse zum besseren Verständnis von Stoff- und Wärmetransports in Fallfilmen liefern und somit die Auslegung verfahrenstechnischer Apparate bzw. Fallfilmverdampfer optimieren.
