    In the context of both the Fisher and the Neyman-Pearson formulations, this article develops a method of testing superiority of fit to determine which of two different numerical predictions is more nearly accurate. Based on the assumption that the two predictions are not equally nearly accurate, the method is sequential continuing until a decision is reached in favor of one prediction or the other. The error probability of this decision is specifiable in advance of the test.

    After forty-five years of considerable government regulation in the trucking industry, Congress passed the Motor Carrier Act of 1980. The Motor Carrier Act was a major step towards deregulation of the trucking industry. Provisions in the act allowed for greater competition and exposure to market forces. From its beginning, the Motor Carrier Act has been extremely controversial. Opponents of the act have claimed that deregulation has placed considerable strains on labor in the industry.     This thesis examined the Navy Junior Reserve Officer Training Corps program. Data from Defense Manpower Data Center accession and separation files were used to build a profile of this program. Statistical analysis performed provided information which is useful in measuring the performance of the Navy Junior Reserve Officer Training Corps program in relation to similar programs operated by the other military branches. Results of this analysis indicate the areas where the Navy Junior Reserve Officer Training Corps can become more efficient. An accurate means of tracking military accessions was also produced.     The NATO merchant fleets have been experiencing a steady exodus from their respective flag fleets. This exodus is a result of owners transferring flag registry of their ships to another country's flag registry. This reflagging makes for fewer and fewer ships under control of the individual NATO member governments and to the NATO alliance as a whole. When the merchant fleets decline there is also a decline in the number of NATO merchant officers. The decline of officers is a direct result of a reduction in available jobs, inability to maintain licenses, lack of job security, and foreign labor filling jobs that no longer require national labor. The lack of NATO merchant officers could cause major difficulties during a NATO emergency. These difficulties would be in the area of providing the required number of NATO mariners to man the pool of ships. NATO mariners are required because of concerns with security, loyalty, and dependability of the crews. This document presents a trend analysis to shed some light on the ability to crew Defense Shipping Authority pooled ships with the required number of NATO mariners. A regression analysis is also used to determine the exact relationship between the ship data and the merchant officer data. The analysis can also give the general overall capability of Norway and UK to meet NATO manning requirements during times of contingency and war. Keywords: Theses. (kr).

    Student Opinion Form data on 1610 classes taught in the Department of Administrative Science between 1983 and 1.990 were subjected to SAS analyses employing principally the General Linear Model procedure. The independent variables included Faculty (identified by the two-letter mail code) and Course (e.g., MN3111), and the dependent variable was Mean Item 12 (opinion of instructor, measured on a 5-point scale). The principal results were that Course and Faculty accounted for 66% of the variation In Mean Item 12, with Course accounting for 35% and Faculty for the remaining 31 %. Class Size and Majority Curriculum, by contrast, together accounted for considerably less than 1 %. A major implication of these results is that the appropriate bench mark for comparison In evaluating an instructor's effectiveness in class is not the overall average (across all classes) of 4,03 on Mean Item 12 but the average for the course taught. Mean Item 12 averages are presented for all 131 Administrative Sciences courses in the data set.

    The Korean Air Force is continuously being challenged with the problem of whether to drop or retain a student who is having difficulties in flight training. The pass or fail decision is critical not only to the Korean Air Force but also to the student pilot himself. The purpose of this study is to determine and standardize criteria of excellence in order to improve the success of the student pilot screening process. The following two research questions are addressed: (1) What are the primary factors that predict aviation excellence? (2) How do these factors apply to student pilot screening in the Korean Air Force? The anticipated benefit of this study is the improvement in the screening of undergraduate pilots in the Korean Air Force.     The Naval Postgraduate School Currently collects and disseminates the data from Student Opinion Forms (SOF) on a quarterly basis. After all required SOF reports are routed to the academic departments and the instructors, the data is archived on magnetic tape. Until recently, there was no method of retrieving this data for use in classroom environment research or for instructor evaluation purposes. This thesis develops a prototype database for the analysis of Student Opinion Forms (SOFA) for the Administrative Sciences Dept. using FOCUS database management system. It will be used to retrieve SOF data and to produce reports and graphics which will assist the chairman, his representatives, and department researchers in examining the historical data relating to courses, curricula or instructors. SOFA will greatly assist department personnel in making reasonable inferences regarding instructor performance, classroom environment, student curriculum and other factors which may be affecting the learning environment.
