"The revised EU Emissions Trading System (EU ETS) grants partial, temporary free allocation of emission allowances to industry, based on benchmarks to address competitiveness concerns. The EU, led by the European Commission, has developed some 50 to 60 benchmarks covering around 85% of total EU ETS industrial emissions (...) This CEPS Task Force Report identifies the key issues arising from the current benchmarking exercise under the EU ETS and analyses the principal controversial topics on benchmark-based allocation, leading to a number of concrete recommendations. Specialarbete, hälso- och sjukvårdsadministration, fortsättningskurs. "Gränslös vård" innebär att människor fritt skall få välja sjukvård dels inom eget landsting, dels inom andra. Syftet med denna undersökning är att belysa hur verksamheten för Varbergs förlossningsavdelning kan komma att förändras till följd av ändrad efterfrågan. Metoden var studiebesök på Varbergs förlossningsavdelning, studium av kostnaderna för avdelningen i nuläget, samt enkät till blivande mödrar i Kungsbacka om önskemål om de får välja sjukhus för förlossningen. Gränslös vård kommer att betyda en avsevärd kostnadsökning för landstinget i Halland då ca 20 % av de förlossningar som görs idag kommer att utföras av Bohuslandstinget.
