Four energy efficiency levels were examined to determine (1) which levels of added investment are economically viable, and (2) how the preferred level of energy effiency investment might be financed in the current economic climate with its high interest rates. This report is the result of that analysis. It contains economic analyses of each of the four alternative energy efficiency levels as applied to six different types of housing for three types of heating. Following the identification of the most economic option, possible financing mechanisms are reviewed. Financing mechanisms used in other jurisdictions are described and the implications of using different financing methods at Tumbler Ridge are explored.
