The U.S. Air Force's special operations and combat support specialties in the enlisted force are among the highest in demand by the service yet have persistently high rates of attrition in their initial skills training, which is called "technical training" in the Air Force. These high-demand, high-attrition (HDHA) specialties include Combat Control; Explosive Ordnance Disposal; Pararescue; Survival, Evasion, Resistance, and Escape; Special Operations Weather Team; and Tactical Air Control Party. The Air Force has conducted or sponsored several efforts to address training attrition in these specialties over the past several years, yet training attrition remains high. The reasons for high training attrition are interrelated, with size and quality of the recruiting pool, utility of screening tools, and training environment factors all playing a role. This report addresses the broader challenges for implementing new approaches to HDHA specialty recruiting, screening, and development of Air Force candidates, and takes a holistic approach to identifying methods and tools to ll gaps in current processes

The report reviews the concepts and measures of resilience, resilience factors, hardiness and flourishing. It describes how resilience and the military's Total Force Fitness concepts are related. USAF par rescue and combat controllers routinely recover downed or injured military personnel and direct military aircraft in hostile or denied regions. Consequently, to be effective in these careers requires the ability to cope with severe stress. The USAF uses many strategies to ensure that battlefield airmen perform well under stress but one strategy, termed stress inoculation training, has not been fully incorporated as a training element.

A guiding tenet of community policing is that trust and mutual respect between law enforcement and communities will more effectively address long-standing and complex public safety issues. One strategy to help establish such confidence is for law enforcement to adequately represent the demographic characteristics of the community it serves. Working to achieve this strategy can be challenging, however, because not everyone will be aware of, qualified for, or interested in a law enforcement career. The Colorado State Patrol (CSP) seeks to better reflect the demographic representation of the state of Colorado. This report offers an exploratory examination of how CSP's recruiting and selection policies and procedures relate to that objective. By integrating a review of CSP documents, interviews with CSP experts, and research and industry best practices, the authors identified potential barriers to diversity in CSP's early career stages and provide recommendations to mitigate and remove these barriers. This work is meant to act as a preliminary road map to assist CSP's future efforts in diversifying the demographic representation of its workforce. Barriers to diversity include the composition of the current workforce, the nature of the job, relocation requirements, and the lengthy hiring process. Recommendations include assessing propensity to apply, determining why applicants drop out, adjusting application windows, exploring strategies to shorten background investigations, and providing a realistic job preview.
The Air Force uses the Strength Aptitude Test (SAT) to determine whether recruits meet the fitness levels needed to perform the duties of various Air Force specialties with physical strength requirements. However, the SAT was developed in the early 1980s and has not been revalidated since then. In the interim, the duties associated with many Air Force Specialty Code classifications may have changed, and new ones have been added. These changes require a reevaluation of the SAT's utility and effectiveness for qualifying recruits into these specialties. This report evaluates the status and validity of the SAT in a series of studies and summarizes the studies RAND has completed independently and one study conducted in conjunction with HumRRO, which provided the additional data necessary to develop some courses of action for the Air Force to follow to ensure airmen can meet job-related physical requirements.
