Es una reflexión sobre la democracia mexicana, particularmente sobre el proceso de su construcción a partir de la década de los ochentas. El resultado ha sido la construcción de una democracia de tipo liberal. Partimos de un criterio para valorar las actuales formas de gobierno: la calidad democrática. Nos preguntamos si nuestra democracia es de calidad. La democracia mexicana no lo es, por que se reduce a lo electoral sin considerar lo económico y lo social; además lo político-electoral se encuentra subordinado a un modelo económico donde los ciudadanos sencillamente no cuentan.
